not sure how accurate this is but I'd heard a rumour that Pinns wanted to move nearer to his family who I am to understand, live somewhere in or near Kent, so Stevenage for me seems a bit unlikely. I'd imagine that maybe a move like Orient, Wimbledon, Crawley, Bromley or Gillingham might be closer. Although an offer needs to be made and be acceptable.

If you read it the way you are reading it he is giving all players an offer ie if they have not got offer immediately after their name (like Wilson) he is not giving them an offer.
Perhaps Shadowstorm would like to confirm it for you.
