I kind of get it; they probably don't want to be seen to be profiting from the current crisis, particularly if there is a potential for the masks to attract negative press. That said, if you are going to say "thanks but no thanks" when someone tries to raise money for you, an important part of that is to actually say "thanks", otherwise it comes across as ungracious.
