Yes, Luton do invest in their Youth set up as all clubs do. The solution is simple, from the age of 9 you can offer boys a contract. If Luton want to keep these lads offer them a deal (obviously they can't be paid though) and stop moaning
I've just lost one of my lads from the under 12 team I run who has been at Luton for 3 years but not under contract. Once they found out that he'd been guesting for Aston Villa last season too, Luton offered him a 2 year contract. They were quick enough to move when they could see a potential fee for him loomimg even though for 3 years they've been telling him they couldn't offer him one!
