You're bound to get a warm fuzzy feeling from the council, if you sell it to them that you are of the people, by the people, for the people. I don't think it will take long for the council to catch on that is not the case at the moment.
The money from any enabling development, and future revenue, can so easily be controlled. The focus should be on how that is sorted, rather than the two main parties doing such a fantastic job at polarising the support.
