It's just pure speculation by the bookies just to tempt a few early bets, nothing to do with budgets, (some won't have been finalised  yet ) nothing to do with managers or players, it's guess work by the bookies  just to get a few idiots to part with their cash.
They havent got a clue. They do not know. They wait for people to open their wallet.
A few years back, in my local, we tried something out. A former player was a regular. Over the road was a bookie. A couple of lads went over and put two quid on him being the next manager. Some others did the same on their phone. Didnt cost much, less than half a pint. Within half an hour, he had gone from nowhere to second favourite. Total cost? about £20 quid between ten of us. Much laughter, and I am sure that he got the odds printed off and framed. He was a delivery driver.  Grin

Shouldn't really ever have to explain humour, no matter how dry!
Manny's comment came across (totally) as bloke in Sunderland working man's club, pint of Fosters in hand, telling anyone that will listen, we should 'kick em all out and take back control, make Britain great again'.
